[War_ooc] We alive?

There has been a chronic lack of a WR. I blame the lack of posting on
a lack of incentive for those of us who have posted. The WR should
come out on schedual, regardless of how many posts there have been.
This policy of not doing WRs if there isn't enough posts (how many is
enough I'm not sure) is a mistake.
