I'm not too hot on fiscal management, would 66 Billion NT$ be considered 2 
Billion (in US dollars), or in terms of Taiwan's internal economy really 66 
Billion dollars ? If it is really 66 billion dollars worth of actually 
spending (which is massive for just a health care spending bill) i'd like to 
retcon that to just 2 billion NT$ over the year. Can anyone explain how this 
really works?
