plans of mice and men, or in this case governments, the summit had been delayed
but such was the nature of trying to get so many different national leaders
together in one place. But finally it had begun, the first day had been
basically spent carousing in the custom of many of the Asian nations involved,
where all sides got to know each other recreationally, before they got down to
business. It had been a good time, at least from Sato’s perspective, they had
gone up into the mountains to see the bathing monkeys, and then came back down
to the resort for a private and informal dinner with the leaders and their
families.<o:p></o:p></SPAN></P>

style="mso-ansi-language: EN-US">Today, though was business and in the full view
of the media, so it was Sato rose early and sat with the damned stylists to make
sure his appearance was immaculate, and then when the time came he was ushered
to the stage, where he along with the other world leaders were seated, below
their families, other dignitaries, such as the Chinese, Russian, and American
ambassadors, were present behind them, the press with their cameras and
microphones.<o:p></o:p></SPAN></P>

provided his introduction, Sato rose and smiling, and walked to the
podium.<o:p></o:p></SPAN></P>

style="mso-ansi-language: EN-US">He bowed turned slightly when he reached it and
bowed to the assembled leaders. “Fellow leaders,” he turned to the crowd.
“Assembled guests, I am a poor voice to welcome you all to a historic summit
such as we shall begin today, but I thank you for your indulgence, I will be
brief,” he said, with customary Japanese humility.<o:p></o:p></SPAN></P>

style="mso-ansi-language: EN-US">“When I look at the world, I see it as colder
than it was a year ago, not in climate, for that is quite the opposite, but in
relations. Nations no longer talk with one another, unless that communication is
made through the barrel of a gun and some have gone so far as to turn inward,
and unlawfully throw off their obligations to their brother and sister nations.
This speaks ill for our futures. It is only through cooperation that the world
shall move forward to a better future. Which is why I am happy to see my fellow
leaders here with me today, and I hope this will be a sign for the future, where
cooperation not conflict and selfishness is the order of the
day…<o:p></o:p></SPAN></P>

praising the efforts of leaders around the world, President Williams for his
swift and right action in Azerbaijan, Prime Minister </SPAN>Rodriguez for her
reaching out to the world to help develop greener technologies, and to President
Nemerenko for reaching out to his former satellites and to Chechnya in hopes of
a brighter future. Then it returned to the topic at hand.</P>

<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt">“So it is to us, to
<st1:place>Asia</st1:place>, and the Pacific nations, to follow these examples
of good governance and bring our combined might on the dangers of piracy,
narcotics and terror that plague our world and this region we call home. So it
is in that spirit I welcome you, and hope that we shall be successful in the
following days in coming to some accord that allows for our cooperation on these
issues and further issues in the future. Thank you very much.”</P>

<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt">There was applause all around,
polite applause Sato expected as he returned to his seat, he was no great
speaker and not all the attending nations would be pleased with the objectives
of the summit, still, just to have them here was something. As far as his
government was concerned so long as the leaders attended and left with at least
half-meant promises for action, it was a victory, though it didn’t mean he
wasn’t going to shoot for more.</P>
