heard the United States, specifically President Williams, categorically
deny any and all subversive activities in North Korea and Asia. They have
not beat around the proverbial bush, but have said in no uncertain terms that
the United States in no way, shape, or form abets or provides for insurgent
activities. To that end China, as a respectful and responsible member of
the international community, has sought at all times to pursue a resolution to
our differences peacefully. Unfortunately the same can not be said for
President Williams.</DIV>

evidence. Many of you will likely find this impossible to believe, but I
assure you the evidence I am about to present to the world, the product of
ongoing Chinese counter-intelligence operations in North Korea, is 'very'

<DIV>Aides began forwarding to each delegation the documentation accrued.
Binders filled with information, including photographs, decrypted enciphers,
transcripts of phone conversations, intercepted electronic media, and of course
the reports of interrogation sessions of various informants and insurgent
guerillas in North Korea. In addition, classified Chinese military
documents had been turned over... they were showing a considerable hand, but
President Hong had deemed it a worthwhile endeavor given the ongoing pushing of
Williams. </DIV>

<DIV>"I will leave each delegation to review this authenticated information as
it so desires. I am sure in due time the United States will respond to the
allegations brought before this body. Note that the Chinese delegation
'will' be proposing resolutions condemning the United States for it's active and
purposeful deceit of the world body, but of paramount importance please review
this material and come to your own conclusions regarding the culpability of the
United States government in continuing and recurring violations of international
law 'and' Human Rights which it so vehemently claims to cherish! To use
misguided individuals to carry out those operations President Williams is
unwilling to do himself is the lowest level of desperation, and smacks of
perpetrated fraud! Before I go on, I am authorized by President Hong to
reveal that the Chinese Government is, as we speak, holding two American
intelligence operatives in it's custody, detained in North Korea at the request
of the North Korean government. They have been treated in accordance with
international customs, however these customs likewise provide for death as the
penalty for espionage. Therefore, the Chinese government demands that the
Administration of the United States, President Williams personally, admit their
betrayal of international confidence, of the rights they claim to adhere to
unequivocally, and end all ongoing subversive activities in Asia immediately, or
China will be left with little choice but to execute these two men for the
crimes of one! President Hong has asked me to inform this body that China
will begin court proceedings publicly, and to be overseen by Chinese Courts with
supervision by the International Court of Justice, in 24 hours. If they
are convicted, their blood will be on President Williams' hands."</DIV>

<DIV>ACTIONS</DIV>

<DIV>1. Per GM decision, China's Ministry of Intelligence and Security
have obtained truthful, accurate, and substantial evidence of American
involvement in the North Korean insurgency. The Intelligence Agencies of
the various WAR governments should be able to conclude this evidence is
authentic.</DIV>
<DIV> </DIV>
<DIV>2. China will submit to both the Security Council and the General
Assembly resolutions condemning the United States for maliciously deceiving the
world community, and calling on them to leave North Korea, and Asia,
alone. The language will also include specific demands that the United
States commit it's power to preserving the International Legal System based on
sovereignty and respect for ALL nations.</DIV>
<DIV> </DIV>
<DIV>3. China to allow IRC supervised visits to the two detained
Americans, and the several guerillas also captured, to insure they're being
treated humanely. (ie. Guantanamo) </DIV>
<DIV> </DIV>
<DIV>4. Open and fair trials of the two Americans are to be held.
They will have access to legal council, as will be confirmed by the ICJ.
It IS however, a Chinese Court, with the people of China prosecuting, and the
ICJ will respect Chinese jurisdiction in this matter resultant from an
extradition treaty with North Korea.</DIV>

<DIV>5. If the United States refuses to accept responsibility for aiding
and abetting the insurgency, or to act responsibly, and these men are found
guilty they 'will' be executed in accordance with norms and Chinese law.
If they come clean, are honest, and offer assistance in ending the unrest
through negotiation, they may be returned.</DIV>
