Bombardier's leadership had been looking closely at the new Chinese bid for
Spain's railways network improvements with trepidation. They knew Shenyang
had made a good offer, and they were determined to better it.
Representatives would approach the Spanish administration and re-iterate
that if Bombardier got the contract, they would absolutely guarantee that
95% of the workforce would be Spanish. If other people needed to be brought
in, they would consult with the Spanish before taking any action.
They also knew that the Chinese had an advantage in the cost of products.
Bombardier would outline it's extremely extensive experience within the High
Speed Rail industry, and it's connections with North American suppliers of
the needed goods and materials. They would further state that with
something like High Speed Rail, the risk that you take with a lower cost of
materials, especially from developing economies, is of the course the
quality of those goods. Why risk a catastrophic failure when, for only a
little more, you can build with the best quality goods and reduce those
risks of shoddy construction. They had gone to the Canadian federal
government and received a financial guarantee that extra costs would be paid
by them, so as to save the Spanish from extra borrowing. According the
financial plan, Bombardier would make it work for just as much as the
Chinese offer.
With Shenyang outlining it's excellent array of railway products, Bombardier
was compelled to do the same. They knew that their products were as good
as, if not better than, Shenyang's. Even the Chinese had hired Bombardier
to build their railway vehicles for the Tibet railway.
While the Chinese did have a history for completing projects on time and
on-budget, partially because they did not have to deal with unions,
Bombardier would outline its experience in dealing with worker unions. The
Chinese simply did not have the know how or the experience in those matters.
Furthermore, if the Spanish so wished to hire Bombardier, or one of their
subsidiaries, to maintain the new facilities, then they would form
partnerships with Spanish companies in order to keep the work within Spain
and the benefits to Spanish companies.
CEO Pierre Beaudoin even sent a personal communique to the head of the
Spanish agency overseeing the process. Personal connections after all, mean
a lot.
