Population Pressure

As the country had seen over the last several months, McColl had been
implementing various economic policies at will.  To complement his
protectionist policies and encourage domestic population growth, McColl
would be touring the country from coast to coast, promoting a baby bounty
policy.

If couples want more than one kid, but can't afford it, guess what?  The
federal government would give them an additional $1000 on submission of the
birth certificate, and another additional $200 per month until the child
turned 18 on top of what they already gave out.  That was for families who
were classified in the lowest income bracket.  If the family was wealthier
[ie, a higher tax bracket], the bonuses would be reduced slightly with each
upward category.

For those single working mothers and fathers, who barely scraped by, they
could now apply for federal grants that would give them a monthly lump sum
of $200 and a tax reduction of 20% for as long their children were living at
home or the parents were sharing custody.

This would be the Ministry of Finance's responsibility, in conjunction with
Health Canada, the national health care agency.  Health Canada would get all
the funding it needed to see it through the new expenses.

Canada's birthrate was among the lowest in the world.  At 1.4 children to
each couple, without immigration or another way, the population would
decline.  The federal government had chosen the other way.  The short-term
goal of the plan was to start giving people the means to have larger
families if they desired.  The longer-term was of course to increase the
birthrate to that magic number of 2.1 children per couple, and surpass it.

Both the Prime Minister and the Health Minister had been quoted as saying
that, "Working families and families in general who want to have more
children but cannot afford it will now hopefully the financial means to
accomplish that goal.  It is a well known fact that living in the modern
world is expensive, and that children are no exception to this rule."

To go hand in hand with this, over the next five years the government would
slowly reduce immigration down to 100,000 per year, down from the current
250,000 per year.  The rate would then be re-evaluated at the five year
mark.

Since the 1960's immigrants of visible minorities had flooded into the
country to form huge cultural diaspora communities in Vancouver, Toronto,
Calgary, and Montreal most notably.  With this veritable flood, tensions
between Canadians and the new immigrants had increased, although violence
was uncommon.  For members of Generation X-II, the children of the baby
boomers, people had become increasingly unsatisfied with immigration as a
method of propping up the population.  Many were disgusted or concerned that
immigrants of visible minorities actually constituted a majority of the
population in both Vancouver and Toronto.  After all, aren't you supposed to
be the majority in your own cities?
