No, correction: They aren't good at all. China's international image takes yet another beating with the human rights violations in Korea - being added to by smuggled out cellphone video of the beating of a monk in Tibet by PLA soldiers. Human rights education? Foreign concept, it seems, no matter how often Beijing tries to convince them otherwise, or so human rights advocates have been despairing. The situation doesn't look likely to get better. Rising inflation has led to protests in many coastal cities, which have quickly turned to violence...Which have been crushed, brutally, by People's Armed Police. And yet again, videos have gotten out of the Chinese State firing upon unarmed civilians. Including by PAP armored vehicles. Meanwhile in Korea, 30 soldiers died in the ambush of a convoy by insurgent forces. 10 trucks and 2 tons of small arms and ammunition are now missing. The common grave of the soldiers, neatly buried in wooden coffins, was found by patrolling Chinese forces, along with a sign: "These soldiers died in honorable combat against the forces of the Korean Liberation Front, Western Command." However, memories of Russian, then Soviet, occupation are not entirely gone - the Georgian authorities are holding back annoyed locals, especially the elderly. Some pretty hard situations have been held in check only through really careful diplomacy on the part of the various forces involved, and its a credit to the Russians' recent professionalization that they've proven themselves to be very effective at people to people diplomacy in this case. It's not easy, but it's working. However, there is very little trust in the recent warming of relations with China - it's brought a lot of criticism to the President, especially given that it marks yet another zig-zag between NATO and China on Russia's part, and while the xenophobia of the Russian people leads them not to trust the West much, they trust the "Tartar" Chinese even less. UNITED STATES OF AMERICA Population Approval: 55% Government Approval: 50% International Favor: 62% Economic Growth: 2.9% Inflation: 3.1% Unemployment: 4.2% It's been one of those up and down days for the Williams Administration, the President's swift actions against the riots in Detroit are met with approval. The ACLU has filed several suits arguing the National Guard and the Military have acted with reckless disregard against citizens of the United States and violated their first amendment rights, Talk Show Host Rush Limbaugh is Williams' biggest supporter mocking the ACLU loudly on his talkshow. The Washington Post is running a story on how anonymous sources report that Williams bullied and intimidated the govenor of Michigan and the Adjunct general of the Michigan National Guard to agree to the riot act. Several members of the Michigan Congressional Delegation have begun calling for hearings. The two young men pled responsible to misdemeanor offenses and agreed to community service, though their obvious fake names and their good humor has made them fans on the internet and they recently appeared on the Daily Show. Williams handling of that incident has been less recieved, several Federal Employees Union delegates have criticized Williams for spying on the Secret Service, while late night comics have called Williams 'President daddy' for his actions and legal scholars have argued that the President has no business interfering with the Justice Department's decision to prosecute or not to prosecute. However several copycat comedians attempted to duplicate the experement with everything from Adolf Eichmann, to Osama Bin Laden, and Saddam Hussein. ============================================= ECONOMIC INDICATORS NOTE: Initial indicators were gleaned from as recent sources as possible, for the most recent term possible (annualized). Message-ID: "I'm no bully!" 1 March 2014 President John Williams USA ================== It had become a regular custom of the President's to hold weekly, few-holds-barred, unlimited-time press conferences - they ended when questions hadn't been asked in 30 seconds, what his Press Secretary had taken to calling the "White House shot clock" These had tended to be bruising for the POTUS in recent weeks, but he kept up with them. They gave the PS and DPS a day out of the cameras, for one thing, but hopefully they also gave him credibility when it came time for the hard parts. As he finished up with the regular "announcements from the top", he looked out. Helen Thomas, nearly 100 but still going strong at a spry 94 - and still as feisty as ever - was in the front row (where she'd always been, but for her brief exile during the Bush 43 administration). And she got the first question, as tradition guided. "Mrs. Thomas, you get the first shot." Williams called out, with a smile. "Mr. President, the Washington Post is reporting that you bullied the Governor Cherry and General Cutler into requesting assistance under the Riot Act. What's your response?" Thomas asked. "Let's make this clear. I'm not the type to bully. I asked Major General Cutler to provide me his assessment of the situation. He did, including the deaths of DPD officers and attacks upon joint Guard/DPD patrols with antiarmor weapons. I then asked Governor Cherry if he needed federal assistance. He said 'No.' I then asked Major General Cutler if he concurred with the Governor's assessment. He did not. "I'm even going to be having the ushers hand out the transcript of that point in the conversation, as recorded for evaluation purposes by the situation room. Evaluation purposes, like watching a video of a report you give to see where you screwed up. We do the same thing here after a crisis, and go over our actions and responses to do better the next time. "Now. Major General Cutler, moments before, had told me there were *anti-armor* weapons being used against Detroit Police and the National Guard. I had asked his opinion as his commander-in-chief and superior officer, as National Guard adjutants-general answer to both the Governor and the President. When your superior officer asks you for your assessment of a situation, you do not give the politically palatable answer, you give the *honest* answer. If Major General Cutler had said he didn't need federal assistance, after the report he had just given us, he would have been lying and been relieved of duty *immediately*, -just as if he were holding an active component command-. Had the report been different, and he said he didn't need federal assistance, I would have let that stand." He gave a minute for people to finish taking notes. "I'm curious: Do people think I *like* ordering federal troops to deploy to American cities? Do people think I *want* to? Because, really, I don't. I prefer American forces not have to be used to ensure 'that the laws be faithfully executed'. I really would prefer to let the states handle what they can. But in this case, the State of Michigan couldn't do that. "Oh, and this is kind of nitpicky, but: It's not the Riot Act. It's actually part of the 1792 Militia Act. The Riot Act is British, and would allow for life imprisonment of the rioters. We broke away from them two hundred and thirty-eight years ago, I seem to recall, and we don't put rioters away for life." Thomas nodded. Her question was finished, she indicated. "Bob Arnolds, ABC News, is next up," Williams called out. "Mr. President, what about the ACLU's opening of litigation against the government? Any comment from the podium?" "Beyond 'I'm sorry, it was a riot that got bad enough federal troops were called in; I gave orders for the troops to go softly and to do their best not to violate anybody's rights, but I was doing my *job*?' Not much." Laughter from the press corps. "And what about complaints you're interfering with DOJ's authority to prosecute or not with regards to those imposter teens?" from NBC. "I don't tell the Attorney-General how to prosecute, nor do I tell the US Attorneys what to do. They're all too strong-minded to listen if I tried, anyway. All I did was advocate for leniency, as the guy who they were playing the prank on in the final analysis. As far as my supposedly 'spying' on the Secret Service? Gee, I seem to recall Teddy Roosevelt doing much the same thing as Police Commissioner of New York: Walking the city, just to see what was going on. Shows how much people have ignored culture, not knowing the legend of Harun al-Rashid, or of TR's walks. I wasn't spying on *anybody*, and if the AFGE is that paranoid, they have severe issues with inferiority complexes. I was *walking around* after taking the dogs out to play in the snow, when I happened upon the incident. I didn't want to disrupt the other tour-goers, so I just kept an eye on the imposters and dealt with the situation at the end. My actions in regard to discipline of the Secret Service are *entirely* under my authority - they work for me, in the end." And on and on it went. --- Actions: 1. Re Michigan: Release transcript of the conversation at issue. 2. Tell AFGE: Quit being paranoid. Harun al-Rashid. 3. Re ACLU lawsuit: I was doing my job, thanks. You have no case. 4. Re Michigan delegation's call for hearings: Mmmhmm. I'd be happy to meet with you, because I have nothing to hide. 5. POTUS to go to Colorado Springs to meet with the Olympians, wish them luck, observe biathlon training. His Far East neighbor ws suffering the same problems that had dogged the Russians for years. Namely, a military and security apparatus that knew only brutality as a method of control and a Western media bias that portrayed them as nothing but monsters. But then again if you went around beating, shooting and killing unarmed civilians then maybe you were a monster? Thoughts of the Second Chechen War flooded Nemerenko's mind. He had half expected there to be similar incidents in Abkhazia. Despite all the efforts and work he'd placed into Russia's military it seemed none of it ever paid off. But this time it had. No massacres, no shootings, no drunk soldiers resorting to tactics used in the Bad Old Days of the Soviet Union and the Red Army. He was sure his inclusion of European and Japanese forces to assist and train the Russian Army in modern peacekeeping method shad helped. The world was a big place and the time where Russia could pretend to know and have everything were long in the past. "You can be sure the South Koreans and the Americans are going to be up in arms," said Denemetov. "Forget the atrocities committed by the Americans in Iraq or the ROK's own shoddy human rights record up until the 1990s, China is now the villain and they will be the saints sent to save the North Koreans from the barbarian Chinese. Expect Washington and Seoul to start clamoring for international participation, if not total assumption of control, in the peacekeeping operations in North Korea." What a sorry state of affairs this was. He could forgive China for wanting to make North Korea a puppet satellite state of the PRC, because imperialism had not gone out of style by a long shot, but the incompetent handling of things by the PLA was rapidly destabilizing the Far East. "Let the South Koreans rabble rouse all they want," shrugged the President. "It will do little. Japan is as happy to remain neutral as we are. As for the Americans, well..." The President gave a scornful snort. "I think you underestimate the ability of the American public to not care about poor dirty people whose skin isn't white. They love cheap Chinese consumer goods more than they do the North Koreans. Williams will make some noise in political circles and maybe send an angry letter or two to Hong but I don't any real action taken. The Chinese are saints compared to the Saudis and the Pakistanis, and when have they ever felt American sanctions?" Or he could be wrong and the situation would become rapidly worse with serious American intervention, political or otherwise. But if Washington was going to react then they would have already done it. "Do you still suspect the South Koreans of aiding the rebels in the North?" asked Denemetov. "I do," nodded Nemerenko. "North Korea is too geographically isolated to experience a flow of foreign fighters and arms like Iraq did. There is no way the rebels could be as capable and well-armed as they are without the aide of a foreign state, and why not South Korea? They have motive and ability. The Americans are either helping them or at the very lest not stopping them. In the end, what does it matter?" "It matters of the Chinese take punitive action," noted the Foreign Minister. "They are no fools, the Chinese. They have certainly come to the same conclusion we have. What if they take action against South Korea?" "Let them. They won't actually use force, that would start a war with the Americans. Sanctions, maybe a withdrawal of their ambassador. None of which concerns us." "And the medical camps?" That was a concern. No attacks had occurred on Russia aide workers operating those medical camps yet, but with the situation not improving then it was only a matter of time. He had lent that small bit of aid to the Chinese effort in order to encourage a rapid stabilization of the country, all for naught. Now they were just targets, waiting. "Begin preparations to close the camps. My patience with China's operation has reached its limit. Smooth things over with Beijing, use whatever excuse is sufficient, I don't care. Just star evacuating our personnel as soon as possible." --- Actions: 1) Russia completely distances itself from the occupation of North Korea. No negative or positive statements from Moscow, just silence. 2) Close the Russian medical camps in North Korea. Cite safety concerns, or whatever excuse China wants to hear. Just pull our people out and do it fast. From Chazenesq2b at aol.com Sat Mar 29 19:34:41 2008 From: Chazenesq2b at aol.com (Chazenesq2b at aol.com) Date: Sat, 29 Mar 2008 19:34:41 EDT Subject: [War] China: "Yet Another Crisis" Message-ID: "Yet Another Crisis" President Xia Hong The People's Republic of China March, 2014 =================================================== Since she'd taken office, it seemed China had gone from one catastrophy to another, and almost all of them involved North Korea. You would think that the North Korean people would have figured out that China was there to help after Chinese troops spilled their blood to liberate them, after China had taken the prime burden of medically treating their ill, feeding their starving, and providing them the promise of a better future... or by responding to the numerous seismic emergencies that had occurred... but apparently all of that didn't actually matter to the Western media. Nor did the fact that China had saved multiple nations in the West from another terrorist attack, or that she had been a force for uniting and solidifying Asia as a global economic center. It was kind of sickening really, just how people decided to jump on you about things out of your control, while selectively overlooking the good you had done. Nobody mentioned China's attempt at building stronger ties to Africa, or it's push to remedy many of the problems experienced by the third world... no it was all about North Korea, plain and simple. She'd received news of the convoy attack as soon as the news was available. It was too well planned, by people too well armed, to be members of an insurgency that just a month or two ago was on the verge of being broken. Coupled with evidence of American intelligence operations within Asia (China included), and her verbose international tirade over Tibet and North Korea, Xia was left with no other explanation then that the Americans were directly involved in what was going on... and if so they were willing to bring the world to the brink of World War Three. If that was the way they wanted it, so be it. "Begin exercises with our Nuclear forces. Perhaps the Americans and their South Korean allies need to be reminded that we retain the capacity to severely hurt them." And that was an understatement. Advances in ballistic missile technology and war head development had made China's strategic forces third only to those of Russia and the US, with the latter having pretty much given up on the weapons race all together. "I want North Korea's borders back under our control. We will cut them off again, and begin isolating each North Korean province one by one." "That can be done." Bing nodded dutifully as he watched Xia staring out the window. "I would ask for the commitment of another 200,000 combatant troops and supporting air and naval forces. We may also wish to re-vet the North Korean forces and purge the ranks of any known security risks." "Do it." Xia nodded. "Just make sure they are forced out without being killed if at all possible. Inform the North Korean government of our plan, we will still need their help. Any indications of western involvement... spies, weapons deliveries, equipment, I want categorized and treated clinically as evidence." "The Russians are pulling their advisors and humanitarian staff out." She shrugged. "President Nemerenko had asked for them to be there, he retains the right to recall them at his pleasure." For once she wasn't looking at Russia's moves skeptically. She could certainly understand them. "Let us confer with Tokyo and Pongyang, and see if the Japanese wish to do the same. I will ask the ambassador to make it clear that we will not hold them responsible for whatever the decision may be." She was fuming, but doing so inwardly. "Tonight, I guess we should speak as to Tibet and North Korea." ============================================= (Via Xinhua- From the President's Office: The People's Executive Residence) "My fellow citizens... of China 'and' of the world entire, It should go without saying that the events of the last weeks are deeply saddening, and deeply shocking to all true Chinese. Acts that shock the conscience have begun occurring with increasing, and alarming, regularity. As President of China I have long sought to bring serious improvements to the preservation of human rights within our great nation. I believe these rights are fundamentally important to the continuance of any civilized society, and although historically many difficult decisions had to be made to balance the good of peace and stability of the society with the rights of the individual, I believe that China has accomplished a great deal in a very short time. The images being deluged by western media regarding the riots in Tibet, and the ongoing insurgency in North Korea, are indeed disturbing. For lack of an explanation as to why certain elements in China's agencies are reacting as they are, all I 'can' do is reiterate that as the President, I accept full, and complete responsibility for the actions taken by those who serve her. This being said, our fellow citizens in Tibet, and the citizens of North Korea, I swear to you that we 'will' bring those responsible for these outrages to justice. On that note, I am specifically ordering the Ministry of Justice to initiate investigations into the actions of police and military forces in Tibet and North Korea. Those who are found to be willfully and unnecessarily belligerent in their actions will be handled 'most' severely. Likewise, those who are not responsible shall be treated fairly, I simply ask for the understanding of our peoples in this endeavor. At this point I would like to say that I have full confidence in the professionalism and humanitarianism of China's law enforcement and military personnel. Together, we will bring peace to the law abiding citizens of Tibet, and restore hope to our neighbors in North Korea. It is a burden we will likely have to bear alone, and in the face of considerable adversity. While the American President forces his 'free' people to capitulate to his will by military force, he will undoubtedly accuse us of the same. While the world forgets the numerous times Kim Jong Il threatened all civilized nations and the horrors to which he subjected his own people, they will likely complain that we are no better than he was. While the images of Hurricane Katrina, of Somolia and Srebrenica shrink from the global consciousness, they will likely berate us for every single, individual failure irrespective of the success of a greater mission. While they spy on us, actively seek to destabilize our efforts, and passively allow thousands of Chinese and Koreans to die for their own selfish desires, while they attempt to play us like masters of a puppet show, we must continue to do what we know is right and noble, even if it is not easy. To accomplish the normal goals set forward, we will do the following. All known intelligence agents operating for foreign nations inside North Korea or China and of no counter-intelligence value to us will be arrested for espionage and tried accordingly. China's strategic arsenal's readiness will be increased, likely verifiable by satellite as I speak. With North Korean permission, Chinese and North Korean forces will isolate all provinces of North Korea, and town by town we will route out the insurgents and cut their ability to effectively resupply or retrain. Any and all prisoners taken will be treated in full accordance with the Geneva Conventions, and any and all insurgents who come forward now, before heavy fighting, will have the ears of the North Korean and Chinese governments and be given a platform for their g reviences. This offer will be extended for the next 72 hours, and leniency will of course be shown to any who surrender. The closure of North Korean provinces to through traffic 'will' be temporary, limited from 3 to at most 6 months while the security of each province is individually guaranteed. Any and all products heading to North Korea will be brought there through China, without tariff, to insure needed goods reach the masses without being interdicted by insurgents. Traffic into South Korea will be cut off completely, but temporarily, to guarantee the independence of North Korea and the sovereignty of her government. In Tibet, our security forces will continue to enforce curfews and security procedures. Free speech zones will be suspended for a period not to exceed 48 hours, and those who violently resist will be incarcerated. I appreciate the difference between violent assault, and peaceful protest, and thus in that spirit any who violate the aforementioned rules 'peacefully', and in the name of protest, will be detained solely for the period of 48 hours before being released. Finally, all evidence gathered regarding American intelligence operations in Asia and not directly imperiling our security will be shared with the nations towards whom these operations were directed within the next 24 hours. I strongly encourage President Williams to use this time to reconsider his policy of violating national sovereignty on the basis of greed, and to come clean with the world regarding his intentions. It is my sincerest hope that these strict, but short term measures curtail the situations we face so that Chinese troops may return home to their families, Chinese citizens can again walk the streets of the province of Tibet in security, and that they convince the United States and her allies of our seriousness in defending ourselves, our rights as a great nation, and the peace that will bring joy to ourselves, and our posterity. I wish these measures were not necessary, but hopefully you will understand their necessity, and why we require your momentary sacrifices for the greater good. Thank you for the opportunity to address you, and may all of us continue to prosper." ================================================== Actions 1. Those who continue to grossly violate the civil rights of Chinese nationals in Tibet or North Koreans will be 'severely' dealt with... including but not limited to the death penalty to be carried out publicly. 2. The American Intelligence Operations in East Asia will be exposed save where it suits Chinese interests for the purpose of counter-intelligence, and information pertaining to nations other than China will be released to those nations under the same restrictions within 24 hours. 3. Chinese Strategic Forces to increase their preparedness level and begin an increased training regimen. 4. 200,000 Chinese combat troops to be sent to reinforce the North Korean Stabilization force, and peacekeeping operations to continue in a concerted effort to wipe out the insurgents. No traffic will be allowed in or out of North Korea by Sea, Air, or land save through China, or ports secured by Chinese forces. 5. Let the Russians know there is no hard feelings over their evacuation of North Korea. Ask the Japanese if they too intend to evacuate. **************Create a Home Theater Like the Pros. Message-ID: <6b6ab8a70803291726w16dd3849ucacddb0f34154ff2@mail.gmail.com> "Well That's Just Great..." President Leonid Nemerenko Russian Federation 2 March 2014 -=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=- It was funny how history played out. When the Hammer and Sicle flew down from the Kremlin for the last time, Nemerenko knew he was watching an important moment in history. When Putin and his cronies had been forced out of office in the mini-revolution that had restored (some would say brought) democracy to Russia it had been a similar feeling. And now, as he watched Xia Hong give her address to the Chinese people and the world, the President of Russia realized that he was watching yet another important moment in history. One that brought him dread. "So this is it," he said to Kalugin and Denemetov. "The last one started in Berlin in 1948, and now this one starts in Korea, here, today. I wonder if it will last as long?" "A Second Cold War," breathed Kalugin. "The Americans and the Chinese fighting for global dominance." "We cannot make that assumption so quickly!" cautioned Denemetov. Nemerenko shook his head. "Listen to her!" said Nemerenko, indicating the LCD screen set to one side in his office. 'Read' would be a better descriptor as none of them spoke Mandarin and were actually looking at the Cyrillic subtitles near the bottom. "She's openly blaming the Americans and President Williams for what is going on in North Korea, accusing them of aiding the rebels. The GRU reports that the 2nd Artillery Corps is on high alert. This is the real thing." *Fuck you, Ivan Williams*, thought Nemerenko bitterly. Hong was paranoid even by Russian standards but to cast down the gauntlet in such a dramatic manner was indicative that there must be SOME merit to her accusations against the the United States. One did not make an enemy of the Americans on a whim. Perhaps if the White House had a bit of sense they wouldn't have made an enemy of the *Chinese* superpower. And now Cold War II had started. "Our position is incredibly precarious," said the Interior Minister. "We've courted the Americans and the Chinese equally for friendship. Now that they are enemies, we will be suspected by both as well. Especially China." "We are friends to both an allies to neither," replied Nemerenko. It would be naive to think Russia would not be caught in this somehow, but maybe he could steer his nation into some semblance of neutrality. Had the Chinese not done the same thing during the last Cold War? "The Chinese did not react with as much ire as we had expected over our withdrawal of material support from North Korea. Obviously with this new business with he Americans they are less eager to antagonize us." "You must speak with Hong and Williams," urged Denemetov. "Call them both and gauge their temperature. The only thing worse than either considering us a potential enemy would to consider us a potential ally! Do not let them fall into this belief." Nemerenko bent his head down and sighed. How seemlisly the world had moved from relative stability to utter instability. What had been a brushfire conflict in some godforsaken speck of land in East Asia had brought the two superpowers to each others' throats. What was it even all for? "Also urge caution on Hong's behalf," continued the Foreign Minister. "They might be mistaken about American involvement." "The actual sequence of events is secondary," replied Nemerenko. "How these actions are perceived are what matter. Hong believes America is behind the insurrection in North Korea, and that belief is enough. There will be no talking her down, I won't even try." Hell, if Nemerenko had caught a bunch of Langley spooks running around Chechnya giving guns to the Muslims, he'd be pissed too. 'Never fuck with Russia,' was not one of Stalin's more famous quotes, but it was one Nemerenko took to heart. "Start making the calls," he instructed Denemetov. --- Actions: 1) Russia freaks. Cold War II! 2) Emphasize to China and America that Russia is friend to both an and ally to neither. We are neutral. 3) Arrange calls with Presidents Hong and Williams. Nemerenko will try and speak to both and gauge how they view Russia's part in this. Hopefully, none. -------------- next part -------------- An HTML attachment was scrubbed... "President Hong, it is fairly clear, needs to distract the world from her inability to control the Central People's Government's security forces. "I ask, quite simply: Why the hell would anybody need to incite the North Korean people? China is doing that just fine, thanks. I wouldn't risk US lives and treasure when the Chinese seem to be doing their best to make their own lives hell." "What about the accusations of US operations against countries besides China?" ABC asked. "See my previous response." "Mr. President, do yiou have any comment as to reports of US investigations of WTO violations in the shipbuilding industry?" asked CNN. Apparently the leak worked. "Yes, I do. For the past while, the US Government has been investigating allegations of Chinese and Japanese subsidies in the shipbuilding industry. As you all are no doubt aware, such subsidies are illegal under WTO rules. As you are all also no doubt aware, the US unilaterally gave up such subsidies in 1982, hoping 'first-move disarmament' would convince everyone else to do the same. "Since China considers everything a state secret, including what President Hong had for breakfast - I had eggs, an orange, and milk this morning, for the record, because we value openness around here," Williams said to the press corps' laughter, "I have no doubt they considered that, too, 'aggressive intelligence operations by the American Imperialists'. "Well, we don't. We weren't spying. Just building a court case. We plan to ask for approval of subsidies of equal value, plus punitive compensation against such products as will be decided by the Secretary of Commerce." There was a hum of chatter. "Oh, also. Nuclear exercises, my ass. President Hong should know better. Unless she's gone completely insane, that is." That is when things went silent. "No, we're not going to counterstage. Hardly need to. In fact, we're going to do...nothing. Unlike President Hong and her government, I respect human life." With that, he turned and walked off, stage right. --- Actions: 1. Oh, calm down, Leonid Nikolayevich. 2. The US has no operations in North Korea. We just watch and wait as China shoots herself in the foot on the global stage, then tries to distract everyone. 3. Announce US WTO case vs shipbuilding subsidizers. 4. Meet insanity with sanity, threats of nuclear annihilation with calm. Hong is insane. Williams is not. Williams, apparently, is the only one of the two who respects human life and the awesome power of nuclear weapons. 5. PR response: Loony woman versus calm POTUS. Whose side do you want to be on? Who makes you feel safer, Earth? From Chazenesq2b at aol.com Sun Mar 30 11:28:59 2008 From: Chazenesq2b at aol.com (Chazenesq2b at aol.com) Date: Sun, 30 Mar 2008 11:28:59 EDT Subject: [War] China: "Yet Another Public Address" Message-ID: "Yet Another Public Address" President Xia Hong The People's Republic of China ================================ (The Press Room- Executive Residence) Although there was a popular image of Chinese secrecy, in fact over the last two years China had opened up far more considerably then anyone a decade ago would have dreamed of. Western press were allowed to travel to most parts of the country unescorted, save for those areas where violence threatened to get out of hand, such as Tibet. Xia found it somewhat humorous that the Americans based their response on the old ways of things, and a telling sign that President Williams clearly knew little, if anything, about the state of modern China. A room of international media agents greeted her as she walked to the podium. "President Hong, how do you respond to allegations that President Williams has raised regarding Chinese subsidies of shipbuilding companies?" "Quite simply, the United States has set the gold standard by which such allegations should be levied." She smiled as a few laughed. "The Americans, despite having no aggressive adversary, continue to spend billions more on Naval forces then any other nation spends on the entirety of it's military forces. The reason that the American people, and the American Congress, continue to see soaring costs in the development of naval designs isn't entirely because of advancements in technology. Much of it is because the ship building industry of the United States, the greatest economic power in the world, receives welfare from it's government in the form of massive, and usually pointless, naval contracts. The value of these contracts outstrips any subsidy spent by any other Asian nation, and while the Americans use their subsidies to build weapons with which to wage war against enemies that don't exist... maybe President Williams sees a windmill somewhere, I don't know... but while they build weapons, our efforts are focused on advancing the causes of peaceful commerce, free trade, and economic advancement for the world entire. I make no apologies for following the American example, and being better at it than they are." "How do you respond to President Williams' statement that the United States is not at all behind Chinese problems in North Korea?" "They may not be actively behind it at 'this' moment, but I find it impossible to believe, after all the precautions that the North Korean and Chinese governments had taken in security, that a group of renegades have obtained weapons within the confines of North Korea, and the elaborate training necessary to execute the operations they have taken so far without outside assistance. The hit and run tactics being used are strikingly similar to those faced by the Americans in Iraq a decade ago, and similar to those methods with which Western special forces troops are trained. Clearly, when taken in the context with the admission of President Williams that America continues espionage practices in Asia, the circumstantial evidence in total suggests American involvement." "And what of the American suggestion that this 'espionage' as you put it was limited to building a court case to submit before the WTO?" "Simple. Whether the President's legal advisors are capable or not I can not speculate, but when one wishes to initiate a court proceeding, it is global legal tradition that the other party be informed, and requests for discovery formally issued and responded to. 'If' President Williams' sole purpose was to pursue a legitimate legal claim before a respected world body, he could have been far more open about it than he was. Greed is not an excuse for spying." "And the President's claim that you've gone mad?" Everyone laughed. "Well sir, unlike President Williams I think I'll refrain from personal insults. The evidence presented and the logic behind my Government's thoughts remain sound without me wasting the breath in adding insult to injury. I bear no avarice towards the American people or it's establishment, and would like to emphasize that point. America and China have been amicable since the days of the Cold War, and that friendship, despite the recent actions, will remain sound. The world needs America, and America needs China." "So you are admitting that China subsidizes it's shipbuilding practices?" "Yes, to a far lesser extent and for far more peaceful reasons than America. I will defend our practices before the WTO as justifiable... simply because President Williams has decided to hide these subsidies under the term of 'contracts' does not make them any less subsidies." "What actions, if any, have been taken thus far against allegations of brutality raised in Tibet and North Korea?" "As we speak, several members of the Chinese National Police and the People's Liberation Army are being held as suspects while investigations are ongoing. If these allegations are proven, they will face lengthy jail sentences. Thus far no allegation has risen to the level of severity necessary to justify the death penalty, but that does not mean there won't be. Efforts at re-training and urging restraint will continue, as hopefully will cooperation between civilians and the Ministry of Justice which is tasked with the investigations." "The United States has sought to paint you as 'loony' in light of this latest incident Madame President. How do you respond?" "I'm mentally sound?" She smirked. "Again, the evidence presented should be what the world basis their decisions upon. Personal attacks mean little to me, the clear weight of the evidence does. I strongly urge the United States to end any support, passive or otherwise, to the North Korean insurgency. I strongly urge South Korea, if it is involved, to do the same, and ask that those part of the Insurgency agree to a cease fire so that the North Korean and Chinese governments can hear their specific complaints, and an agenda can be pursued to remedy them peacefully. I will not however be preached to while Chinese lives are being lost. I will defend my people as I am charged with, regardless of what President Williams may think of it." "And with regards to President Williams' assertion that you specifically, and your government entirely, does not care for human life?" "If my Government or I did not care for human life, there would be no insurgency in North Korea, and no riots in Tibet. I have publicly addressed the situation multiple times, and continue to take just actions to insure the safe guards of the balance between individual rights and public safety are maintained. I could just as easily order the whole sale destruction of troublesome areas, the burning of villages as the Americans did in Vietnam, the torture of those responsible as the Americans did in Iraq and Afghanistan, but I can differentiate between public policy and the acts of individual criminals wearing the colors of a national service. I'm deeply saddened that President Williams seems unable, or unwilling, to do the same. Despite all the hard work and progress our people have made in the past few years, we are still painted by the President as the villains. I can only speculate as to his reasoning behind this, but such fear mongering is highly unbecoming of a world leader of his stature." "And the recent increase in the preparedness of Chinese Nuclear forces, madame President?" "Will be rescinded within the hour. I'm sorry it took such a drastic step to force President Williams to come clean about his actions, but it was necessary. China has the right to defend herself, and her allies, the same that we respect the American right to do the same. Thank you for the honor of addressing you today." And with that, she smiled and left. ================================================ Actions 1. Liar liar, pants on fire :-p 2. How could the United States not in some way be involved with North Korea? There is strong circumstantial evidence to indicate otherwise. The people can decide. 3. Respond to the US case in the WTO. We may be guilty, but to a far lesser extent then the Americans. Petition for a decision to force the US to be more streamlined and honest in it's industrial practices, and for monetary redress. You are 'so' sued buddy! 4. Point out that crazy is, as crazy does. The US invaded Iraq on far less evidence than China has regarding American involvement. China could simply have reacted as President Williams suggested and killed everything, even the grass, but they didn't. We are a peace loving people, while Williams has actively admitted spying on an ally in Japan based on greediness. If that's how the US will treat it's friends, who would you rather buddy up with? 5. PR Response: China has embraced the world, the United States has done nothing as of late but to periodically rise up, insult China or other world leaders, and shrink back away. China offers economic fairness, affordable products, and a respect for national sovereignty not matched by the Williams administration. Williams has endorsed spying on his key allies for monetary gain while China has sought to share leadership in Asia with Asian nations. Williams has ignored the considerable plights of third world nations, while Hong has brought light to them and pushed China to be more humanitarian in Africa and South America. While the US demands resources, China is more interested in the welfare of all mankind. President Williams is a hypocritical, backstabbing opportunist, and international bully, while President Hong has endured public and private turmoil to provide moral guidance and leadership in tune with more enlightened ideals. "Unfortunately, Madam President's analysis of the situation, as usual, ignores several factors: Firstly, there's plenty of American yards who'd happily do commercial work. However, it's hard to compete against labor costs of cents per hour, minimal safety and envirionmental regulations, crushed trade unions....and subsidies to boot. They had been political rivals in the past, but in the last year, the two old men of Japanese politics had become close, even if they disagreed from time to time. "Prime Minister," said Jonouchi as he sat down. "More about China?" he asked seeing the headline. Sato nodded. "Yes, a real mess," he lamented. It had been his hope that buisiness, aid dollars and under the table support would have stabilized North Korea somewhat but it seems that the North Koreans were fully prepared to keep fighting a war that was already over. Though, he had to admit, if it was Japan swarmed over with Chinese troops no matter their intent he would fight too. Jonouchi nodded. "Yes," he agreed. "And the Russians are ending their support of the medical projects." Sato made an annoyed sound. "Figures," he said. Nemerenko was never one to take unessissary risks. "That does leave the question, what do we do?" Sato nodded sucking in his cheeks for a moment then blowing out a breath of air. "We take up some of the slack." Jonouchi looked surprised. "Given the complaints about the risk to Japanese lives in Georgia... do you think it is wise to increase our involvement in another volitile situation?" Sato shook his head. "Wise, I don't claim to know, but it does further our aims, we want the New North Korea to look at us in a positive light, and compared to the Chinese right now we are saints, furthering our involvement in the medical projects will only strengthen our image." "And our people, what happens to our image in their eyes when footage of Japanese aide workers being killed shows on the 6pm news? Are we prepared to retaliate?" Sato mulled it over. "I have a thought," he said. "Yes," Jonouchi replied. "We ask the Chinese to set up the camps under the auspices of the Red Cross as protection for both the Chinese and international aid workers there. In return we offer the Chinese our help in securing more international participation, and offer as much as a quarter of what the Russians were contributing to the effort before they pulled out." Jonouchi nodded. "If the camps are attacked..." "Then they are attacking the Red Cross and not China, and they condem themselves to being seen as savages." Jonouchi nodded. "Excellent." It was a serviceable plan at any rate. "And make service in North Korea voluntary. If there is an attack and we lose lives, I want to be able to say that they chose to face the risks and we didn't have a gun to their head." The Foreign Minister nodded. "Now about the Olympics?" he prompted. "How are the peparations coming?" he asked. "Our team will be leaving soon, and arrangements have been made for your visit to Sochi in time for the Figure Skating and Snowboarding events." Sato shook his head. Figure skating was far from his favorite sport in the world, and as for snowboarding... he really didn't care for it, but they were both events Japan was expected to do well in this year and as such he was going to be on hand for both. "Better you than me," Jonouchi muttered. Sato gave him a hard look, softened by the hint of a smile on his lips. "There is still room on the plane." Jonouchi laughed. "Anyhow, after that we will be flying to Georgia where you will visit our peacekeepers, meet with the President, and take a tour of the Capital." Sato grunted his approval. He had no issues with seeing the troops in the field, in fact, he inisted on it, but the other things, meeting the Georgian President and the tour of the capital he could do without. In his mind the Gerogian President was an idiot, Japan was in Georgia to help Georgia retain the rebel province, not aid in it's departure, yet he railed on about Europe and Asia's betrayal of his country. Sato didn't think the man would be any better to speak to in person. As for the tour, it was the usual political bullshit you had to put up with. Jonouchi nodded. "On your return trip I will be joining you to meet with our allies in Southeast Asia to dicuss the anti-piracy task force amoung other things." Sato nodded. That he looked forward to, while it may have been Sakai's plan, the anti-piracy intitiative was reaping benefits for the whole of Asia by making it's primary shipping artery from the Middle East more secure. He was anxious to move ahead and turn the groups attention to terrorisim and particularly it's funding. More than that the meeting and these programs showed Southeast Asia, that Japan was concerend about their wellbeing, and was willing to work with them to secure a better future for themselves and the whole of Asia. "Good," he said. "Finally, we're going to need to respond to the US WTO case," Jonouchi said. They had been prepared for this by the Japanese Ministry of Industry and Trade who kept certain 'contacts' in the US for this sort of thing. Sato had looked into it. "Our statement will be what we dicussed in the Cabinet meeting; this is ridiculous accusation, if the US is really concerned about fair practices it would have named more nations in it's case and we'll see them in court. And privately, I'd like you to speak with their Ambassador and ask them just what the hell they are doing. The Chinese are on the brink and they slap us, their only meaningful regional ally, in the face?" Jonouchi nodded, though Sato could tell he wasn't pleased about the job. Japanese, well, most Japanese, didn't enjoy conflict. Sato did, but he couldn't call the Amabassador onto the carpet and chew him out without this turning into a bigger deal than it was. Honestly, it didn't matter what the WTO decided, these things could be put off indefinately, look at the American's payment of softwood lumber reparations to Canada. "Also, I'd like you to liase with the Ministry of Industry and Trade in putting togeather a campaign to support our case with the WTO and also contact Beijing, as much as we don't want to be associated with China, we'll do better if we at least coordinate behind the scenes." "Of course," Jonouchi replied. Sato smiled. "Good," he said as he leaned back in his chair. "At least things won't be boring for a while, this situation has more drama than daytime television." Actions: 1. Suggest to China that making the camps Red Cross would provide better protection than leaving them Chinese. Offer to look for additional foreign assistance and pledge to make up 25% of the support lost by the Russians leaving. 2. Arrange a trip to the Olympics, with follow up stops in Georgia to visit the troops and meet the President of Georgia. Then fly down to Jakarta to meet with the leaders of the Anti-Piracy task force. 3. Reply to the US see you in court. -------------- next part -------------- An HTML attachment was scrubbed... "Mr. Prime Minister, what do you have to say to President Williams accusations that Japan has no real labour unions?" asked one of the reporters from NHK her camera man following behind her. Sato stopped and smiled. "Actually he said they were practically corporate owned, but I think anyone sensible and certainly the management of Japan's corporations know better. I certainly hope the American government will look at the latest reports from the International Institute for Labour Studies, which show that Japan's unions are indeed fiercely independent bodies struggling with the same challenges as their American counter parts: lower wages overseas, countries willing to sacrafice standards of production and safety for more jobs. Japan, however is not one of those countries, our standards of safety are excellent, our wages are fair and our products are a benchmark for quality world wide." "Do you think that President Williams equates all Asian's with the image of cheap labour?" asked the reporter from the Asahi Shimbun. "I won't pretend to know what President Williams is thinking," Sato replied with a smile. The reporters laughed. "Do you feel this court case will have an effect on Japanese US relations?" "Well I hope the US won't harbour too many hard feelings when we win," Sato replied keeping his smile in place. "But, no, this government has no plans for retaliation beyond preparing a successful defense of our position and I hope we can keep relations friendly in these turbulent times." "Do you feel that the government's continued support of the Chinese occupation of North Korea is the motive for the US allegations?" "I hope not, because our activities in North Korea have always been on behalf of North Korea, somewhat like the US's involvement in the Mt. Baekdu disaster. Our goal is to help establish a propserous and healthy North Korea." "Do you support the actions of the Chinese troops in North Korea and President Hong's surge of 200,000 more troops?" "I think the whole Korean situation is concerning as are all armed conflicts and I hope that stability will prevail. We have offered to all legally recognized bodies involved in this situation our aid as a neutral arbitrator and we remain hopeful that they will accept. In the meantime we continue to serve our North Korean neighbours and help them achieve a better standard of living." One of Sato's aides waded through the scrum and nodded to the Prime Minister. "Well I have to go, but thank you," he said and mad his way free of the scrum and down the hall as the shouts for his attention followed. Actions: 1. Ambassador Chu Huang, the Chief of Mission of the Chinese Mission to the United Nations replied over the phone before hanging it up. They had all of a couple of hours to prepare to deliver a shattering blow on the world stage. ==================================================== "We now recognize the Ambassador from China." "Thank you, mister secretary. Representatives of the collective United Nations, it is of course well known that as of late my nation, and the Administration of the United States, have active disagreements regarding policy in the world. All of us here, and the entire population of the world, has heard the United States, specifically President Williams, categorically deny any and all subversive activities in North Korea and Asia. They have not beat around the proverbial bush, but have said in no uncertain terms that the United States in no way, shape, or form abets or provides for insurgent activities. To that end China, as a respectful and responsible member of the international community, has sought at all times to pursue a resolution to our differences peacefully. Unfortunately the same can not be said for President Williams. Ladies and gentlemen, I come before you today with incredible evidence. Many of you will likely find this impossible to believe, but I assure you the evidence I am about to present to the world, the product of ongoing Chinese counter-intelligence operations in North Korea, is 'very' real." Aides began forwarding to each delegation the documentation accrued. Binders filled with information, including photographs, decrypted enciphers, transcripts of phone conversations, intercepted electronic media, and of course the reports of interrogation sessions of various informants and insurgent guerillas in North Korea. In addition, classified Chinese military documents had been turned over... they were showing a considerable hand, but President Hong had deemed it a worthwhile endeavor given the ongoing pushing of Williams. "I will leave each delegation to review this authenticated information as it so desires. I am sure in due time the United States will respond to the allegations brought before this body. Note that the Chinese delegation 'will' be proposing resolutions condemning the United States for it's active and purposeful deceit of the world body, but of paramount importance please review this material and come to your own conclusions regarding the culpability of the United States government in continuing and recurring violations of international law 'and' Human Rights which it so vehemently claims to cherish! To use misguided individuals to carry out those operations President Williams is unwilling to do himself is the lowest level of desperation, and smacks of perpetrated fraud! Before I go on, I am authorized by President Hong to reveal that the Chinese Government is, as we speak, holding two American intelligence operatives in it's custody, detained in North Korea at the request of the North Korean government. They have been treated in accordance with international customs, however these customs likewise provide for death as the penalty for espionage. Therefore, the Chinese government demands that the Administration of the United States, President Williams personally, admit their betrayal of international confidence, of the rights they claim to adhere to unequivocally, and end all ongoing subversive activities in Asia immediately, or China will be left with little choice but to execute these two men for the crimes of one! President Hong has asked me to inform this body that China will begin court proceedings publicly, and to be overseen by Chinese Courts with supervision by the International Court of Justice, in 24 hours. If they are convicted, their blood will be on President Williams' hands." ===================================================== ACTIONS 1. Per GM decision, China's Ministry of Intelligence and Security have obtained truthful, accurate, and substantial evidence of American involvement in the North Korean insurgency. The Intelligence Agencies of the various WAR governments should be able to conclude this evidence is authentic. 2. China will submit to both the Security Council and the General Assembly resolutions condemning the United States for maliciously deceiving the world community, and calling on them to leave North Korea, and Asia, alone. The language will also include specific demands that the United States commit it's power to preserving the International Legal System based on sovereignty and respect for ALL nations. 3. China to allow IRC supervised visits to the two detained Americans, and the several guerillas also captured, to insure they're being treated humanely. (ie. Guantanamo) 4. Open and fair trials of the two Americans are to be held. They will have access to legal council, as will be confirmed by the ICJ. It IS however, a Chinese Court, with the people of China prosecuting, and the ICJ will respect Chinese jurisdiction in this matter resultant from an extradition treaty with North Korea. 5. If the United States refuses to accept responsibility for aiding and abetting the insurgency, or to act responsibly, and these men are found guilty they 'will' be executed in accordance with norms and Chinese law. If they come clean, are honest, and offer assistance in ending the unrest through negotiation, they may be returned. 6.
