"Yet More Trouble"

Sato was sound asleep when Akemi came to wake him up.
"What is it?" he asked as he realizes he had only just meant to rest his eyes at his desk.
"There have been multiple terrorist attacks," she said.
"Damn it, here?"
Akemi shook her head emphatically. "Thankfully no, but in Sydney, Washington, Los Angeles."
Sato cursed and got to his feet. "Has Mura?"
"Yes, he is getting the relevant ministers and directors on the phone."
Sato stood there a second and nodded. "Good, good," he said and looked out the window, where through the mirrored glass he could see Kantei security men ushering a tour group off the grounds.
He shook his head. Yet more trouble.
He was thirsty, and turned back to his desk to grab his bottle of water, he downed the luke warm water greedily and then sat back down. Akemi picked up his phone when it rang and then after a few quick "hai"s to the party at the other end, pressed speaker and hung up.
"Hello?" asked Sato. "Who's on the line?"
"Inukai, Jonouchi, Director Yoshida and myself," Mura replied.
"Good, what's going on?"
It was Director Yoshida, the Chief of the Cabinet Intelligence Office, who answered the question.
"There have been a series of world wide attacks, in," there was the sound of shuffling papers and hushed voices. "Washington, Beijing, London, Sydney Chicago, Los Angeles, Montreal, and Karachi."
Sato nodded. "Any indications that we are at risk?" he asked.
"No, sir not yet, however I have just heard from the Minister of Justice, he's activating our security plan and putting more police officers on the streets in high risk areas."
Sato knew that against suicide bombers and mad gunmen, this was just about creating an illusion of safety, if the police or intelligence services didn't already have leads it was too late, but visible police presence would prevent panic.
"Good," he said. "What sort of attacks?"
"Bombs and shootings, we are still sorting out which happened where, but we do know some American statesmen were shot."
He could see they were at the CNN phase of gathering intelligence. He thought back over the list. "Is this Iran?" he asked.
"We don't know, but given the targets it's a tempting conclusion."
Inukai grumbled. "Stupid plan if it is," he said. "It's like they are asking for war."
Sato couldn't agree more, but then the Iranians were ruled by fanatics and you couldn't expect rationality from people like that. "Response?" he asked.
"Nothing, we let the countries that were hit take the lead, however I expect if it is Iran, the war will be going forward and we should be ready to support that decision."
"Agreed," Inukai concurred. "Also, I would suggest we earmark a couple more units for deployment, just in case."
"I would agree," said Jonouchi.
"Do it," Sato ordered. "Yoshida."
"Yes Prime Minister?" he asked.
"Talk to the other intelligence agencies, I would like a clear picture of this situation and if we have any intelligence on this."
"We will share it at once with those countries attacked."
"Good," Sato said.
"Prime Minister," Jonouchi said. "I will have my people over to your office for translation services if you are going to make phone calls."
"Yes please," Sato said. "Thank you."
There was a moment of silence and people gathered their thoughts. "Let's get back to work," Sato said. "We'll let the proper agencies deal with things here, and meet later tonight if there's anything new."
There were agreeing noises on the line and after everyone had signed off Akemi hung up the phone.
"Stupid," he said. "I really hope it wasn't Iran or there won't be much of one left when the others get done with them."
Actions:
1> Japan goes on alert and puts more police in the streets.
2> Japanese intelligence services go through their data with a fine toothed comb to see if they have anything that could help and if so they will release to all the nations who were attacked.
3> The Ministry of Defense will prepare to up Japan's commitment to the Azerbaijan mission by 500 troops in case they are needed.
4> The Prime Minister will call the heads of the nations attacked and offer his condolences and support.
