Re: Response To Previous Cable
Enc: Beijing-Canberra Protocol
Mister Prime Minister:
Please consider this response confirmation that we have received, and
reviewed, your previous message. Allow me to take this moment to offer my
sincerest condolences to your government and your people, as news has arrived
here regarding Australia's own losses. Please know the People of China, and the
Republic which represents them, stands in solidarity with your nation. If
there is any assistance we may render, however seemingly insignificant, please
make your request to the Ambassador.
It is now that I must turn my attention to your request regarding
military action in Iran. I can only presume that by now your government and/or
it's allies have become aware of the operations about to commence which, we
hope, will end any war before it begins. I appreciate your desire to follow the
traditional trappings of international law in this situation, however the
intelligence already available is far more concrete than that which was
available to Australia and the United States leading up to a pre-emptive war with
Iraq. Precedent has been set for such actions, and it is my sworn duty to
defend the people of my republic. A stern and clear statement must be made that
butchers will not be permitted to hide behind the shield of faux-national
leadership. Those responsible, and those who authorized these attacks, will be
dealt with.
Finally, it is with a great deal of confusion that I address your
comment regarding our alliance. Both Australia and China share the same strategic
goals in the Pacific, namely providing the security and stability due to the
people's of our region. This being stated, it can not be said that our
mutual pursuit of this interest constitutes by any stretch of the imagination an
alliance of anything other than mutual convenience. Though we are avid
trading partners, a relationship that my government supports whole heartedly, with
particular attention to Iran there has been a glaring lack of support. Both
the governments of Canada and the United States, key allies of your nation,
have rejected any attempts made by this Government to coordinate operations,
diplomatic or militarily, with regards to Iran. Repeated attempts have been
made, and refused. I am sure you can appreciate then that it is frustrating
to hear suddenly that China should change it's policies in the name of good
faith towards fair-weather allies.
Thank you for your kind words, and let me be clear that this government
values it's relationship with your country vehemently. Our primary purpose,
the primary purpose for any government however, must be to protect it's
people. On these grounds, I must inform you that until better reasons to call off
any action are offered, or significant and convincing evidence indicating
different attackers is provided, our operation will move forward.
Sincerely Grateful,
President Xia Hong.
