"I thought we had Korea ready for transition!" Xia shouted as she slammed
her fairly slender (but none the less hard) fist against the heavy wooden
desk. "They have been given food, water, medicine, shelter... we were 'leaving'!
What the 'hell' went wrong?!"
"Nothing has 'gone' wrong." Bing tried explaining calmly. He kept going
despite the glare he was receiving from his boss. "There are ebbs and flows of
success with 'every' mission. It was a matter of time before an organized
resistance took route, as although we're leaving in stages it's not going to
be fast enough for everyone. It is important to remember, Madame President,
that we have in fact spend considerable effort in standing up the North Korean
government. Even as we speak, most of the leg work being done is by North
Korean Police and Military forces. We are merely supplying rapid reaction
forces and combat support."
"In the form of death squads by the way the West is seeing it!" She
whipped, gesturing to one of several televisions in the room. On it, CNN had an in
depth report regarding the 'ongoing' War in North Korea... with Mr. Anderson
calling it a 'Sino-Iraq'. Xinhua's coverage was fairer, but certainly not
positive on what was happening. Xia shut the television off just before a
Chinese 'officer' shot a captured insurgent execution style in front of several
witnesses. "I am appointing an oversight committee on North Korean
operations. We will revamp our training methods, and re-emphasize civil service
techniques 'again' until even the most dim-witted soldier understands their
responsibilities!" The PLA was supposed to be an army of liberators, not
conquerors. She certainly understood the rush that came with combat and the increased
feelings of danger, but damnit the reason you trained was to avoid letting it
get the best of you.
Bing nodded. He'd known her for quite a long time, but Xia was never 'this'
worked up. Not since... well... "I will handle it, and we will continue to
work on retraining the police in Tibet, and give a public statement as well."
"See to it that you do."

Actions
1. Re-re-educate soldiers and police on the finer points of Civil Affairs
until the lessons stick.
2. Appoint a civilian oversight committee for North Korean Operations,
complete with investigative powers, etc.
3. MoJ and MoD to continue to coordinate and investigate misconduct.
4. Support indigenous North Korean military and police with containing and
defeating the insurgency.
