"It seems we could have picked better partners," mused Kalugin as he
browsed through a copy of the Washington Post, the picture of PLA
troops shooting civilians lain out on the ground plastered on the
front page.
"Oh shut up," mumbled Nemerenko as he walked past the seated Interior
Minister and casually pulled the paper out of the man's hands as he
went, tossing it into a nearby waste basket. "This is Hong's problem,
not ours."
"It can become our problem if the Americans or EU decide to cause a
stir, which they certainly will," cautioned Foreign Minister
Denemetov. "Williams has already expressed his trepidations over the
Chinese occupation. This will only add fuel to that fire."
"And we'll just bring up Saudi Arabia, Israel and Pakistan as examples
of America's humane and peace-loving allies," shot back Nemerenko with
a faux smile. "You have to understand the American mentality. If
you're a poor brown person, or Asian in this case, you'll get a few
days on CNN and everyone will shake their heads and go 'that's sad'
until some local news catches their attention. Remember when all those
people got shot in Iran back in 2009 and then Britney Spears died?"
"We have been going to great pains to craft to the EU and to the world
that Russia isn't the unstable boogeyman it was under Putin,"
emphasized the FM. "European mediation will be critical in bringing
peace to the South Caucasus region and if they view our treaty with
China as a formal alliance with a murderous neo-Soviet Union then that
effort will be wasted."
"As I have said, we are partners of China, not allies," said
Nemerenko, slightly irritated, as he sat behind his desk. "What goes
on in North Korea is not our doing nor is it within our control. We've
been operating aid and medical camps there since the occupation began!
Giving aid, technical help to the locals. What are we doing that Japan
isn't?"
"And what if the Americans or the EU ask us to condemn China?"
"They won't do that," replied the President simply. "They are wise
enough not to drag Russia into this. Nothing we say, good or bad, will
change the situation or China's actions. We've just gotten a
commitment of non-aggression from China with the Friendship and
Cooperation Treaty and asked the EU to help us peacefully mediate the
end to a violent civil war in Georgia! I think we'll catch a break
with this."
Denemetov was clearly not swayed by the argument and Kalugin was as
hard to read as ever. The President knew what they were thinking, he
was just trying to ignore the problem and hoped it went away. And was
that such an unreasonable strategy? Russia truly was uninvolved in any
of the events transpiring in North Korea. They had not precipitated
the country's collapse, the subsequent Chinese invasion or the current
state of the PLA's bloody crackdown.
"We have no comment on any of this," said Nemerenko after a moment of
thought. "Not to the Duma, to the media, to the Americans or the EU.
Not one word. If anyone asks, point them to the Chinese embassy.
That's where all their answers are."

Actions:
1) Russia has nothing to do with the events in North Korea and has no
intention of becoming involved.
2) Give absolutely no comment on anything, point any questions from
the Duma, press, EU or USA to the Chinese.
