State Department sources describe opinion in Washington 
as "frustarted" at the Japanese actions in Beijing.

"It really isn't helpful to go to Beijing while the PRC has 750 
thousand troops in North Korea and focus on negotiating trade 
agreements and agreeing to put your own nationals in positions where 
they would be under Chinese control and legitimize Beijing's attempts 
at controlling North Korea," noted a State Department source.
