Dear Mr Brandt,

In answer to your question about who would be able to speak for Her 
Majesty's government because of the recent elections.

Her Majesty has asked the Rt Hon Dennis Brandt to form the government 
and has summoned Parliment formally to Westminster.  Mr Brandt may speak 
for her Majesty's government in all matters with consultation with the 
Queen.
