[War] Country setups and other details

Okay, since John has flung himself off the deep end in power lust...

I think it better to say your country isn't yours until a profile has been 
completed.  Imposing a dead-line is nice and all, but unrealistic given the 
diversity of time-zones and real life issues incumbant to a game like this.

I like all the work and thought put into the Japan entry.  What I propose is 
a standard format.

Leader (Or Character's) Name:
Country Name:
Party/Alliance in Control:  (Your desired margins in percentage accompanying 
description)

Recent History:  (Here is where I would say going to the Japan set-up should 
be.)

Reason is so we know the character and country at a glance, and that'll make 
it easier if/when we get a website wizard.  Thoughts?
