I'm thinking China would have continued a slow but steady trend towards a 
quasi-Democratic system.  I'm figuring certain districts might be considered 
elected zones, the representatives of which would need to run.  I forsee the 
larger population centers being like that, but the communist party still retaining 
a very high percentage of control, something like 75% of the seats and the 
Presidency.
