"Just When You Thought It Couldn't Get Worse"

"Madame President?"
Nothing.
"Madame President?" One of the senior disaster response specialists took a
step closer before stopping, simultaneously wanting Xia to wake up without
disturbing her.
Again nothing.
"Madame President..." this time he had no choice, and shook Xia's arm.
In the small, state of the art office that was maintained in the emergency
response center of the executive residence, deep within the bowels of the
impressive building, Xia had found a comfort that simply didn't exist in her own
bed. Fatigue had finally won out, but away from Wen, at least momentarily,
and ironically deluged by reports of disaster after disaster, her mind had
finally left the horrid events days before in her own bedroom, and she was
getting the first 'real' rest in the last week. She didn't know what straw it was
that broke the proverbial camel's back... be it the public conferences
regarding North Korea, the volcanic explosion, or the long trail of visits to
South China to tour the damage and maintain confidence and hope in the face of
what was being billed as one of the worst natural disasters in recent history,
and certainly the most destructive one in memory for China. Either way, she
woke up with a start, and after a split second pulled her covers over her
instinctively. She was used to sleeping in little more than a slip, or perhaps
a night gown when it was cold enough. After 7 hours of sleep, she'd been
bleary enough to forget entirely that she'd fallen asleep in office attire.
"Madame President, Xinhua is reporting another incident."
'Keep waking me up with the apocolypse and I'll have you shot.' Xia
jokingly thought to herself as she rubbed some of the fog from her eyes. "What
happened?"
"An airliner collided with a JAL plane. Information is scant, but we do
know that at some point the aircraft collided with each other, causing
significant damage to both planes. There are almost certainly deaths, but there are
some unconfirmed reports that the United States Coast Guard found survivors.
We're still trying to determine who, and whether or not they're Chinese."
Just great, and she'd gone to bed thinking the world couldn't get any worse
over night than it already had. Damn did she need a vacation. "Please find
out who had passage on that airliner, and who the crew was. I'll inform the
families myself, and send a personal request to the Americans to help us
search for survivors and recover the data recorders. First, get me the Ministry
of Justice. There's an investigation that needs to be tended to."

ACTIONS
1. Introduce how Xia's killed the last week or so.
2. Respond officially to the Incident. First find out who was involved,
inform the families personally of what info is available, and call upon the US
for complete cooperation.
3. Contact the Ministry of Justice to set up a separate, independent
Chinese investigation.
