"Sidestepping"

President Tang Wai Kiat and his political staff gathered in the Presidential 
Office for an emergency political meeting. The idea of constitutional reform 
had backfired in their face and was beginning to spur up some small scale 
protests outside their government buildings. Through from official reports 
they were really only a few dozen people or so, still such news was very 
visible and negative for his young administration. He was frustrated at the 
people’s lie down in defeat attitude and disappointed in the nation’s 
reluctance for real change.

”So what do we do?”

Victor Shin rose from the coach opposite of Tang and roamed around the 
offices with his hand on his chin. He stood there for a minute before 
turning to face the President. His eyes told Tang he wouldn’t like the 
solution. “We back off…”

”Son of a bitch, you give up easily don’t you… I didn’t take this office to 
pussyfoot around. I’m here to seriously put out some serious change for this 
nation.” In a quick fit he threw down his pen, and stared down Shin. “You’ve 
got to do better than that.”

”Mr. President if you’ll calm down…when I say back off I mean…back off 
momentarily. Declare that in light of recent events that your office is 
going to take the idea of constitutional reform and send it back to a 
‘special committee on constitutional reform’. That’ll calm down the radicals 
and at the same time calm down the fears of the republic. To be frank, I 
have to say that we moved too quickly on this file, we have to wait and let 
your administration grove through with the masses”

Tang sat behind his desk for a good moment, comtemplating his advisor’s 
words. He supposed that the idea of redrafting the political landscape could 
be taken as a hard pill to swallow. He wasn’t so much angry at the response 
as much as the US and Japanese response to his administration’s internal 
affairs. He just wanted to have Taiwan in a position where it’s serious 
concerns would be heard, and that he wouldn’t accept the status quo limbo 
between the PRC and the ROC forever. Eventually things would have to change. 
“Victor, have the communications staff draft a statement to the media. Have 
the Premier set up this ‘Special Committee of Constitutional Reform’ and 
advise that any plans for constitutional change will be heavily researched 
before any decision and legislation is made”

Actions:
-Declare that any future constitutional changes will be sent to a newly 
formed body called the ‘Special Committee on Constitutional Reform’ and will 
be researched heavily until further notice.
