"Spy vs. Counter-Spy"

As Minister Ishikawa and his party left, Director Haruma entered the room
accompanied by former Section Chief Yoshida.
Sato nodded to Akira and Mura and both men left the room and closed the door
behind them.
Good afternoon, Sato said as the men sat down.
Good afternoon, Haruma greeted formally then opened his briefcase and
handed Sato a new file.
Weve gone over the British intelligence on North Korea and compared it
with our own. Weve come up with a list of people we believe are agents of
North Korea living in Japan.
Sato looked at the list. Most of the names were unfamiliar to him, one or
two were which was surprising. He closed the list and handed it back.
What do you propose; arrest?
Haruma shook his head. No sir. Surveillance. We can learn a great deal
about what theyve been able to tell the North Koreans by watching them and
we stand to reveal a much larger network by watching who they meet with.
Sato nodded. It made good sense.
Also arresting them will let the North know we know who their spies are.
This would jeopardize any future attempts at counter-espionage or spreading
false intelligence.
Again Sato nodded. You have my permission to proceed. I assume the
anti-subversive activities law provides you all the authority you need?
It does, Haruma said. We will make weekly reports to yourself and the
Minister on what we find.
Sato nodded.
Now on the matter of discovering more of the North Koreans secrets, wed
like to secure the KRFs intelligence on the North Korean nuclear test of
course, and we have an operation that will need your approval to discover
more on our own.
Sato nodded and Yoshida handed him a second folder.
It is a risk to our Yongbyon operation but I suggest we make contact with
the official who the KRF overheard.
Contact? How?
We would have the KRF bring in one of our agents. He would contact the
official at Yongbyon and essentially blackmail the man with what we know and
promise if he does not cooperate with us we will make certain the Kim Regime
discovers that hes been in contact with Japanese agents and revealed this
information to them.
Which would be a death sentence, Sato said.
Exactly. What would you be asking for?
Copies of the plans for the devices in service and the location of the
devices themselves, to start, Haruma said.

We will push the blackmail angle for awhile then when the stress wears him
down well suggest defection as a way to get out from under the pressure of
discovery.
Sato nodded.
Whos the agent? he asked.
Haruma frowned. You have a right to know, he pulled a personnel file from
his briefcase. But you may find it easier to not to Prime Minister. I will
not lie to you, this is a difficult mission and even as good as our man is,
he may not survive.

Sato paged through the file, Ryu Godo, ethnic Korean, 35, parents decended
from labourers taken from the Korean peninsula in WWII, a wife, a child
He closed the folder and pushed it back towards Haruma.
Codenames?
The operation will be called KUSA 2 our agent will be referred to as MIDORI
(the Japanese word for green).
Why Midori? asked Sato.
The colour of my tie at the time we were thinking up codenames, said
Yoshida.
Sato nodded smiling grimly.
When do we proceed?
As soon as we get the permission of the KRF to bring our man to Yongbyon.
1> Observe possible North Korean agents in Japan and try to discover more
information on any intelligence networks at work in the country and what
these networks have told the North Koreans.
2> Blackmail the North Korean official who revealed the extent of the North
Korean nuclear program by accident with being revealed to North Korea as a
Japanese informant. Offer him Japanese silence on the subject for details on
all existing nuclear devices and the location of those devices. Make
communications after the first through a dead letter box in Yongbyon.
3> Contact KRF about bringing our spy into Yongbyon.
