"China has opened their borders to anyone who can make it across"
Seung read the statement to himself. "The only problem, the Military
will undoubtedly begin killing anyone who tries to make it there." He
sat down and took out some more parchment.
Ink to paper started to form a new image. Women and children running
towards the open arms of those who have already made it to China,
others were trying to get there, being shot down by the North Korean
Military. Finally it showed KRF forces attacking the KPA, and Korean
men picking up arms helping the KRF, helping their families and others
to freedom.
Looking the simple drawing over, he handed it off to one of his aids.
"Begin production of this for a new set of fliers. We need to begin
distributing them to ever village within 50 miles of the Chinese
border." The aid nodded and quickly ran off.
A few minutes later Seung moved into the command structure, "Pack it
up, we are moving camp again. We need to be in the mountains near
Kusong within 3 nights, with china opening their border, we need to be
there to help those trying to escape. I'm not sure how engaged the
Chinese forces will be until families actually pass into their
territory so until those who choose to run are safe, we have to keep
the military off them.

ACTIONS
1) Begin distributing new fliers showing civilians escaping into
china. Showing that the KPA will try to stop them, but the KRF will be
there to help. Also showing the men who are willing should pick up
arms and help the KRF, for their safety, and the safety of their
families.
2) Reposition the majority of KRF forces into the mountains north of
Kusong in a beginning effort to engage the military.
