"Military Affairs" Part Two

(A rather unassuming house on the outskirts of Beijing)
Some places of China were far better than others in terms of
aesthetics... and for a former General with heavy political connections, savvy, and
sufficient funds (if not 'fabulously' wealthy), there were few places better then
the trendy suburbs of Beijing... away from the actual clutter of China's
capitol, but with immediate access to the big city venues.
It was rare for a Presidential limousine fleet to pull up here... so
instead of taking the flashy, formal route... Xia opted to borrow Wen's Escalade
(he could be so accomodating when given the right incentive) and a trio of
bodyguards. It just happened to be drizzling today, the gray skies continuing to
shed their mist even as she made her way up the stone steps, wearing nothing
more than the business-casual attire she often demonstrated a taste for.
She knocked, flnaked by the two guards.
An older man answered the door, his hair gray from age, though his face
belied youth... the benefit of rest and relaxation which retirement bought for
those like him. General Li Zhao looked his daughter over with a smile. "I
thought I gave you enough work that you wouldn't 'need' to bother me in
retirement?"
Xia offered a strange kind of smile-smirk inherited from her mother, one
that expressed appreciation for the sarcasm but also indicated that now wasn't
the time. "I need to talk to you, father."
He stepped out of the way, one of the body guards entering with her. The
other waited out side, the third in the car, each maintaining a practiced
vigil. "So I hear your team is in the... Super Bowl?"
Xia chuckled. "Super Bowl is American Football father. Baseball has the
World Series, and in either case no, the World Series hasn't started yet.
The Mets are playing the Cardinals for their league championship." She stopped
with that, sports talk was always lost on him. A love of the New York Mets
was one of those qualities she'd taken after her mother.
"'Baseball'... was always your mother's domain." Li set a cup of tea
infront of her before sitting down at his own. "But you are not here for a
social visit. Which issue is this one? The Middle East, Thailand, Taiwan, North
Korea...?"
Damn, he really did keep tabs. "North Korea... though I would appreciate
any and all advice you have on the others as well."
Li smirked. "North Korea is a unique situation. They will never change
through any external force. The leading family has done too good a job of
breaking the people of their spirits... and have made the survival of the State
the sole reason their people live."
That wasn't anything she didn't already know. "So you think I should
invade?"
"I didn't say that."
"Then you think I shouldn't?"
"I didn't say that either."
"Father, you certainly take your time in saying nothing."
Li chuckled. "It is your decision to make. All I can say is, that you
must consider all your options. North Korea is extremely isolated as it is...
few nations have any incentive or punishment to sway them... and none have
China's capability. Our military force 'is' formidable, but you undoubtedly have
concerns other than North Korea. Simultaneously you must worry of Taiwan,
and of border security. North Korea, although doable, would consume a lot of
our strength. At the same time, negotiations have historically been futile with
them."
That was a lot to chew on. "And North Korea historically drags us into
fights they start. Thank you father. I believe I know what I must now do. I
regret not being able to spend more time..."
Li laughed lightly. "I understand. This is much more important than a
social call. Go."

This was it. She was out to kill as many birds with one stone as she
possibly could. Licking her lips, Xia stepped to the podium. With one fail
swoop she would sideline the hardliners, handle the issue with North Korea,
hopefully earn good will from the international community, and highlight to her
people that they needed to begin shaping the ideals for which their nation would
stand when it assumed the title of Super-power.
"Citizens of the great nation of China. As we are by now all aware,
North Korea has tested a nuclear device. This test was conducted without prior
Chinese knowledge, and without our concurance. It's sole purpose was to
blackmail the greater international community into taking greater pittance on a
country incapable of supporting itself.
We have long defended our fraternal brothers against all enemies. We
have given them every opportunity... and yet they continuously stab us in the
back. Their unilateral move has cost China face in front of the world, and more
importantly endangered ourselves, our children, and the future of our nation.
To that end I am declaring an ultimatum. China will 'not' support North
Korea in bringing about it's own destruction, nor will we defend it. The hard
liners in our government who support North Korea in these acts do those at
the imperilment of China... and I will not allow China's security to be
compromised. Not for North Korea, and certainly not to appease old men too blinded by
age and antiquity to change their minds and embrace reality.
Ergo, the following actions will be taken.
First, I ask the PNC to revoke all non-essential aid to North Korea.
This request is not limited merely to physical extravagances, but also to all
superfluous military aid.
Second, I hereby order the border closed to all Chinese going to North
Korea. We will continue to grant asylum to North Koreans who make it over the
border, but Chinese guards are hereby ordered to prevent all citizens from
entering North Korea. In addition, any North Korean that 'does' make it over the
border has immediate Chinese citizenship. Any attempt on their life is an
attack on China, and Chinese border guards and military officials are hereby
empowered to respond in kind.
Thirdly, military forces tasked with security near the Korean border, in
the entirety of the military district, are to be placed on high alert.
Fourthly, People's Liberation Army Navy vessels are hereby ordered to
stop all vessels in International waters traveling to North Korea. Illicit arms
and cargoes will be confiscated, as will the ships and crews responsible for
their transport. All North Koreans who make it to Chinese waters or naval
patrol vessels will also be granted asylum.
Lastly, I ask the PNC to submit to me all further proposals of actions
the government may take to encourage our brethren to reconsider any future
blatantly hostile and criminally negligent acts.
This said, I also issue a warning. China will 'not' tollerate a second
such action. Any further acts by Kim Jong Il 'will' result in all Ambassadors
and officials being recalled, all commerce of even vital importance being
stopped, and any other actions such that may be directed by this government,
acting in defense of it's sovereignty and it's people, will also be taken. Make no
mistake... we support a soverign and independent North Korea, nor do we
believe foreign nations should have the right to dictate North Korean policy any
more than North Korea should have the right to dictate those of other nations...
but in this world their recklessness imperils our nation. And I would be
remiss in my duty to permit it. We must stand together, in protection of the
International system in which our country thrives... or we will lose all we have
built in the last thirty years.
Finally, should 'any' nation perceive this as a chance to in any way
challenge Chinese sovereignty, they do so at their own peril. Thank you for your
time, and I pledge to you that China, and her people, will be defended."

ACTIONS
1. Unconditionally condemn the North Korean government for going ahead
'recklessly' and 'belligerently' with nuclear tests.
2. Declare North Korea's actions a threat to China.
3. Cut off all non-essential aid to North Korea. No money for Kim's
palaces, or for their war against officially non-existant insurgents.
4. Close all borders to Chinese going into North Korea. It's to be one way.
If North Korea dares to prevent any Chinese citizens in it's borders from
leaving, further action will be taken.
5. Asylum to be granted to all North Korean citizens who make it over the
border or into Chinese waters... or to Chinese naval units in international
waters. Program to remain as per discussed with Japan to allow for adequate
vetting of applicants and provision of basic services and supplies. Invite all
relevant NGO's and UN agencies to help.
6. Place forces near North Korea on High Alert. Allow generals the freedom
to reposition units as might be advantageous. Allow Chinese border guards and
military to return fire if engaged, or if those who make it to Chinese soil
are engaged.
7. Place the guidelines for an embargo on North Korea. Subsequently
international ships wishing to participate in the embargo will be offered support
facilities in Chinese commercial ports at usual fees.
8. Solicit proposals from the PNC on any and all other actions that might be
taken. Remind North Korea 'still' more can be done to hurt them if they
don't start wising up.
