Ethiopia: Kenyan Cowboys II

Seyoum Mesfine and Ibrahem Ashenafi stood with Wami at the entrance to the 
Upper House Building, smoking cigarettes and watching Addis Ababa roll by. 
The main road in front of the building was a chaotic river of life - 
bicycles, buses, trikes, donkeys, cattle, cars and pedestrians flowing 
together to and fro.

"So the Kenyans are getting anxious, it seems," said Mesfin softly.

"Yes," said Wami. "Idiots. They have to see everything as a threat."

Ibrahem laughed. "And you wouldn't have seen it as a threat if the 
situations had been reversed?"

Wami shrugged. "Well," he said, "What's done is done. Our troops are there 
now." He took a long drag of his cigarette. "And we have to tread on 
eggshells to make sure we don't annoy the Kenyans too much and have a war 
on our hands."

"I'll get on the phone to the C-in-C of the infantry brigade we have down 
there. We'll make sure there are no border violations by our troops, at 
least," said Ibrahem.

Mesfin nodded. "And I'll contact our embassy in Nairobi, try to straighten 
things out. I'll probably have to go down South and meet with the Kenyans 
myself."

Wami sighed and threw his cigarette butt aside. "Just pray to God we 
haven't sparked off another war," he said, only half-joking. "One is quite 
enough."

1 - Contact the Kenyan government and try to get a meeting of Foreign 
Ministers together to straighten out the border issue. Stress that 
Ethiopian troops are not in the area to grab land, but only to secure the 
border until police are trained and equipped in sufficient numbers to take 
over.

2 - Continue promoting cross-border liasons between border guards and 
herders to encourage trust and co-operation.

3 - Contact the General in command of the infantry brigade sent to the 
border and tell him that there are to be absolutely no border violations 
under any circumstances - not to mention any deaths of Kenyan security 
forces.
