Re:  Lebanon

Mister Prime Minister,

    With recent events it is becoming obvious that Israel is losing control 
in Lebanon.  My government has serious concerns regarding the precautions being 
used to insure the safety of civilians... most estimates indicating that your 
military has managed to kill more civilians than they have Hezbollah 
guerillas.  In addition, you are causing significant, unnecessary collateral damage, 
pointlessly risking the lives of Lebanese civilians, further entrenching the 
group known as Hezbollah in Lebanese society contrary to your supposed policy, 
and have continued to disrupt United Nations peacekeeping efforts, and the 
efforts of the broader international community as a whole.

    In addition, you have killed a Chinese soldier in the process.  All 
indications point at a deliberate attack... this is an action the People's Republic 
of China does not take lightly.

    Therefore, on behalf of the family of the soldier who's blood was spilled 
by your bomb, I demand immediate satisfaction in compensation and a directed, 
public apology.  Furthermore, as an equal member of the international 
community, I am calling upon you to end the violence in Lebanon until such time that 
a more successful way to route Hezbollah can be properly thought out, and 
worked in cooperation with the international community, and under the color of 
international law, which at the current Israel is clearly in violation of.

    Towards this end, and in the hopes of achieving an honorable, mutually 
beneficial peace, I am calling on you to immediately end the violence, or at 
least focus military operation on Hezbollah forces with investigational officers 
appointed by the United Nations.  I also expect Israel, as a responsible 
state, to abide by the laws of war, the customary rules of engagement, and to 
continue to pursue a diplomatic resolution with the official Lebanese government.

Re:  Israeli Operations

Dear Prime Minister,

    The recent violence, especially in the southern tier of your country, is 
of grave concern to the People's Republic of China.  Because of it, at least 
one Chinese citizen has been killed.  Many foreign nationals in addition remain 
trapped in an escolating war.

    In the opinion of this government, the Israeli people have every right to 
expect the safe and expedient return of the soldiers abducted illegally.  We 
expect these prisoners returned at a place of neutrality immediately.  
Secondly, the attacks on sovereign Israeli territory must be halted.  No man of 
morals can justify the willing, and purposeful targeting of civilians even in a 
state of war, regardless of the odds against their movement.  Hezbollah, 
therefore, is considered by our government to be a terrorist organization.

    This being said, we understand certain legitimate parts of Hezbollah play 
a key part in your governing structure, and this is certainly acceptable 
provided peace, rather than conflict, is the declared goal of this element.  The 
militaristic element must be stopped however, and to this end my government is 
willing to offer extensive assistance.  In addition to offering $100 million 
to begin rebuilding infrastructure lost and for the provision of services in 
Southern Lebanon to break Hezbollah's community hold, we are also willing to 
dispatch a sizable Peacekeeping Force of 20,000 troops (or more if necessary) to 
route out the Hezbollah guerillas which 'should' be the target of any 
aggression.  We ask you to sincerely consider our offer, and pursue diplomatic courses 
with the Israeli government on how best to accomplish the true and rightful 
objective of this war yet to be named.

    Let it be known that the people of China stand in solidarity with the 
families and relatives of the innocent lost on both sides.

ACTIONS

1. Call for diplomacy between the legal government of Lebanon and Israel with 
the goal of ending violence.
2.  Demand Israel cease the targeting of civilians, restructure it's tactics 
and cease the overly aggressive behavior demonstrated in it's operations so 
far.
3.  Demand that Hezbollah immediately return the Israeli soldiers, and cease 
it's attack on Israeli territory.
4.  Demand an apology from Israel, and compensation for the family of the 
fallen Chinese UN Peacekeeper.
5.  Offer an immediate Peacekeeping force of 20,000 Chinese troops to help 
secure Southern Lebanon.  
6.  Offer an immediate aid package of $100 Million to help break Southern 
Lebanon communities from their reliance on Hezbollah for basic goods and 
services, as well as for rebuilding infrastructure.
